Data Library on Industry Closures and Reopening

    This page provides access to and explains the construction of the datasets used in
    "Reopening the Economy: What Are the Risks, and What Have States Done?" These
    datasets were constructed from text of states' and municipalities' executive orders,
    promulgated between March 2020 and April 2021.

        On the linked page, we plot the fraction of sectors' employment allowed (by law) to be
        open, for each state and for each week between 3/13/20 and 4/30/21.

Excel Files, Underlying Initial Industry Designations

    Here, we provide the excel files helpful in characterizing industries' initial essential designations.
    The "Keyword-Based Designations" file presents our definitions from a group of states with
    extensive keyword-based lists. The "Designations in Other States" file presents our definitions
    for a second group of states, which we have hand-classified.

Excel Files, Underlying Reopening

    Here, we provide the excel files helpful in characterizing the reopening process. The first
    seven files pertain to states with phased in region-by-region reopening plans in the spring
    and summer of 2020. The penultimate file characterizes reopening in all other states. The
    final file collects California counties' tier status, beginning in September 2020.
